Through its review of the proposals, the technical review committee recommended that
an additional task be added to DCE's work scope. The committee recommended that
TJKIVI do mid-day traffic counts as part of the traffic analysis. The lack of mid-day
counts was an issue raised during the preparation and review of the January 2009 Draft
Plan. DCE did amend the work scope to include the additional counts, but the TJKIVI's
costs did not include the task in the budget included in the original staff report
attachment. Mid-day traffic congestion will undoubtedly be raised during the scoping and
Draft EIR review, and it would have to be added later as an additional cost. Staff
recommends that it be added now and addressed up front in the Draft EIR. There are still
adequate funds in the existing redevelopment budget to include the task; no additional or
new funding is required.
