Invitation tO Local Government Summit on Governance and Fiscal Reform, July 17-18
I am pleased to send you the following invitation to attend and participate in a historic summit meeting
of city, county and school officials July 17-18 in Sacramento to discuss and debate the emerging
proposals to reform our state governance and fiscal systems. Please share it with all mayors, council
members, city managers and other senior officials in city government.
This meeting is co-sponsored by the League through the City County School (CCS) Partnership, and it
will give you a great opportunity to help influence the future direction of our state. Originally proposed
by the League board of directors, it will provide an opportunity for local government leaders to provide
leadership on these critically important issues at this time of great uncertainty in our state.
We urge you to take this invitation to your city council and to have a public discussion about the
importance of reforming our system of governing and financing our state government. A growing
number of thought leaders, including the co-chairs of the reform group California Forward, believe that
the key to improving the governance of California lies in enhancing the capacity of local governments to
solve community problems instead of constantly looking to state government to do everything. See

In fact, this is the presumption on which the Summit is being organized.
Please select one or more representatives to attend the Summit. We urge you to announce their selection
and to let the news media know of the choices. In the next few weeks we will be sending out more
information prior to the Summit. I can assure you it will be an event that will be extremely worthwhile
and could even help make California more governable in the future.
